The VPA is listening for audio and can hear the end-user speaking.
This is used for VPAs which are listening out for speech from the end-user and can distinguish between speech being detected (CAPTURING) and no speech detected (LISTENING).
Not every VPA will have this state. It may just have a LISTENING state.
