Indicates the initial state of an incoming call.
The ringtone will be played while in this state.
The state will transition to ANSWERING when the call is answered locally. The state will transition to DISCONNECTED when the call is rejected locally, when the other party disconnects or when an error occurs. In this case Call.disconnectedCause will reflect the reason.
